Position Summary:
The Global Delivery Lead – Enterprise Technology & Data is a strategic leadership role for Penn Engineering’s India operations, providing unified leadership across data, ERP, infrastructure, cybersecurity, operations and the Project Management Office (PMO) functions. The position operates within a US-led corporate technology governance structure, taking strategic direction, priorities and standards from the US-based VP of Enterprise Technology and CIO leadership team while exercising day-to-day operational leadership over India-based delivery resources. Recognizing the importance of continuity, this role is expected to assume expanded responsibilities incrementally through a structured transition plan, enabling knowledge transfer and operational stability across all functions over time. As part of the CIO leadership team, this position partners closely with Global Delivery Lead – Digital Innovation & AI to ensure aligned architecture, security, governance, and enterprise-wide digital transformation execution.
Key Responsibility
Organization Build-Out & Talent Acquisition
- Develop and execute the hiring plan required to establish PennEngineering's India-based Enterprise Technology & Data Engineering organization.
- Recruit, onboard, and develop engineering talent across data, ERP, infrastructure, cybersecurity, operations and project management disciplines.
- Establish team structure, role definitions, career paths, performance expectations, and operating rhythms that support delivery.
- Build a balanced organization of dedicated teams and shared platform capabilities that can support current and future enterprise capabilities.
- Partner with VP Enterprise Technology, Architecture, Compliance & Security, HR, and external recruiting partners to build a sustainable talent pipeline and succession plan.
Enterprise Application Delivery
- Own the delivery, continuous improvement and product including ERP platforms (JD Edwards, SAP, IQMS) and enterprise integrations.
- Shift enterprise application management from a maintenance and break-fix posture to a product-led model.
- Partner with Finance, Operations, Commercial, Legal, HR, and Digital Technology leadership to align enterprise application roadmaps with business priorities.
- Drive adoption of enterprise applications as products: each platform has an owner, a backlog, a release cadence and a defined set of business outcomes it is accountable for delivering.
Information Security & Compliance
- Asist information security and compliance programs by ensuring security architecture, vulnerability management and compliance frameworks are in place and being leveraged appropriately.
- Embed security controls, automated governance, and policy-as-code into the delivery lifecycle for all platforms.
- Own the delivery of compliance requirements across relevant frameworks including ISO, TISAX, GDPR and industry specific regulatory requirements, ensuring audit readiness and documented evidence of controls.
- Partner with the Global Delivery Lead – Digital Innovation & AI to ensure security standards and architecture guidelines are applied consistently across both delivery organizations.
Infrastructure & Cloud Operations
- Lead delivery resources that are part of the global infrastructure team with a portfolio including AWS cloud operations, network architecture, on-premises systems for both internal operations and customer-facing platforms.
- Drive the infrastructure management with scalability and reliability.
- Maintain infrastructure reliability standards across all platforms ensuring that system availability, performance and recovery capabilities meet the business's operational requirements.
- Promotes infrastructure-as-code and automated compliance.
Operational Data Visualization & Enterprise Data
- Partner with Principal Data Architect with the delivery of enterprise data platforms and operational reporting systems including the data pipelines, warehouses, and visualization tools.
- Elevate enterprise data from a reporting function to a strategic product.
- Define and implement data governance standards, including data ownership, quality metrics, lineage documentation and access controls.
- Deliver operational data visualization products that give business unit leaders, plant managers and commercial teams real-time visibility into the metrics they need to operate at the Speed of Now.
- Build the data infrastructure that supports both operational reporting and the analytical needs of AI application portfolio.
Global Project & Product Management Office
- Own and operate the Global Product Management Office which provides program management, project governance and delivery coordination resources.
- Evolve the PMO from a project-tracking function to a product management capability.
- Establish portfolio governance processes that give the CIO and executive leadership team visibility into all active technology investments, delivery risk, capacity utilization and realized business outcomes.
- Ensure the Global PMO operates as a shared service that accelerates both delivery organizations.
- Build and develop a team of program and product managers capable of supporting both AI-speed innovation delivery and structured enterprise application implementation programs.
Product-Led Delivery Transformation
- Partner with Digital Technology leadership in the transition from project-based delivery to persistent product -led delivery.
- Define and implement a product operating model with clear ownership, backlog management, stakeholder engagement, and business outcome alignment.
- Drive consistent product delivery and governance standards across both organizations.
- Model product-led thinking for enterprise platforms by running each platform with a visible roadmap and regular review cadences.
Organizational Leadership & Talent Strategy
- Leads and manages Indian enterprise technology teams.
- Develops career growth and skill development frameworks.
- Drives a culture of accountability and service excellence.
- Assumes leadership responsibilities incrementally through a structured transition plan, working collaboratively with US-based counterparts and outgoing role holders to ensure continuity of operations, knowledge transfer and zero disruption to business services during transition periods.
- Contributes to CIO-led enterprise technology strategy and planning, executing against priorities set by the US-based corporate technology leadership team and ensuring India operations reflect global standards and roadmaps.
Requirements:
- Bachelor’s degree in computer science, Engineering, Information Systems, or a related technical field
- 15+ years of progressive experience in enterprise technology leadership, with at least 5 years in a senior role managing globally distributed teams across enterprise applications, infrastructure, or IT operations
- Demonstrated experience leading enterprise application programs at scale, including ERP implementations or continuous improvement programs involving JD Edwards, SAP, IQMS, or similar platforms
- Deep understanding of IT service management, infrastructure operations, cloud platforms (AWS preferred), and the governance frameworks that ensure reliability and compliance in a complex global environment.
- Experience building or operating data platforms and operational reporting capabilities that serve business unit leaders with real-time operational visibility.
- Track record of leading security and compliance delivery in a regulated or audit-intensive environment, including working across ISO, TISAX, GDPR, or similar frameworks.
- Experience building and running a Project or Product Management Office, including portfolio governance, resource management, and delivery reporting at the enterprise level.
- Proven ability to lead the transition from project-based delivery to product-led operating models within enterprise technology organizations.
Preferred Qualifications:
- Experience in manufacturing, industrial, aerospace, automotive, or precision engineering environments.
- Background in managing complex multi-ERP and global ERP transformation programs.
- Familiarity with AWS security services and enterprise cloud security practices.
- Experience building enterprise data governance and quality frameworks.
- Proven ability to lead and scale global delivery teams.
- Advanced degree in Engineering, Business, Information Systems, or related fields.
- Experience contributing to enterprise technology strategy within senior leadership teams.
