Position Summary:

The Global Delivery Leader is a foundational leadership role responsible for building and scaling PennEngineering's software engineering and product delivery capability from the ground up. This is not a role that inherits a functioning organization — it is a role that creates one. The leader will establish the talent strategy, hiring pipelines, skill development frameworks, delivery processes, and performance culture needed to support an increasingly AI-driven application development portfolio.

As PennEngineering transitions from traditional IT systems management into custom AI-powered application development, this role will shape how that work gets done, instilling a product-led delivery mindset across the organization, coaching teams to think and operate as product owners and product managers, and ensuring the DSS organization delivers with measurable, predictable quality.

Key Responsibility

Engineering Organization Building & Talent Strategy

• Design and execute the end-to-end talent strategy for the DSS engineering organization, from workforce planning and job architecture to recruiting, onboarding, and retention
• Build structured hiring pipelines in collaboration with HR to attract software engineers, AI engineers, and product professionals at all levels
• Develop career frameworks, skill matrices, and competency models that define clear growth paths for engineers and technical leads
• Establish onboarding programs that accelerate time-to-productivity for new hires
• Define and track organizational health metrics: headcount growth, attrition, skill readiness, engagement, and bench strength
• Champion a high-performance engineering culture grounded in ownership, continuous learning, and delivery excellence

Software & AI Application Delivery Leadership

• Lead delivery of PennEngineering's emerging AI-powered application development portfolio, the organization's first foray into custom software engineering at scale
• Lead delivery of customer-facing applications and digital platforms, ensuring that PennEngineering's externally deployed products are built, maintained, and continuously improved to deliver an exceptional customer experience and support commercial growth
• Establish the Software Development Lifecycle (SDLC) and engineering delivery standards for the DSS organization, including code quality, testing, deployment, and release practices
• Partner with the Principal Systems Architect and engineering leads to ensure delivery processes support the design, build, and operation of AI-powered workflows, agents, and applications
• Drive predictable delivery cadence: establish sprint rhythms, release pipelines, and continuous improvement loops
• Implement measurement frameworks for delivery quality, velocity, and business impact across the application portfolio
• Ensure all delivery practices meet PennEngineering's security, compliance, and enterprise architecture standards

Product-Led Transformation

• Lead the organizational shift from project-based IT delivery to product-led, outcome-oriented ways of working across PennEngineering's IS function
• Define and implement the product team model for DSS: how squads are structured, how product owners engage, how backlogs are managed, and how value is measured
• Coach and develop product owner and product manager capabilities within the IS and business teams, establishing the mindset, practices, and rituals that define a high-functioning product organization
• Establish clear accountability boundaries between product ownership, engineering delivery, and business stakeholder engagement
• Build the playbooks, training materials, and governance frameworks that allow product-led practices to scale across global teams

Skill Development & Continuous Learning

• Build and operate a continuous learning function within DSS, identifying skill gaps, sourcing development programs, and tracking growth against capability targets
• Partner with global IS leaders and HR to design and run learning programs aligned to the organization's AI, cloud, and product delivery roadmap
• Establish mentoring, coaching, and internal mobility practices that develop high-potential talent and deepen leadership bench strength
• Track and report on skill development outcomes: certifications achieved, capability scores, program completion, and readiness progression

Global PMO Leadership (Evolving Scope)

• Assume ownership of the Global Project Management Office, establishing standards for project governance, portfolio visibility, and delivery reporting across PennEngineering's technology programs
• Define and operationalize PMO frameworks, project intake, prioritization, risk management, milestone tracking, and executive reporting
• Partner with global IS and business leaders to ensure programs are aligned to strategic priorities and delivered within scope, budget, and schedule
• Build a team of Program/Project Managers and establish consistent practices, tools, and templates for use across regions
• Drive continuous improvement of PMO processes based on delivery data and stakeholder feedback

Global Stakeholder Management

• Serve as the primary delivery partner for onsite IS and business leaders, translating strategic priorities into organizational plans and delivery commitments
• Build trusted relationships with global stakeholders across IS, HR, Finance, and business functions to align on talent needs, delivery capacity, and program priorities
• Present organizational health, delivery performance, and capability development updates to senior leadership on a regular cadence
• Act as a cultural and operational bridge between the Bangalore DSS organization and global PennEngineering teams

Requirements:

• 12+ years of experience in software engineering or technology delivery, with at least 5 years in a people leadership role building and scaling engineering teams
• Proven track record of building engineering organizations from an early stage, establishing hiring pipelines, career frameworks, skill development programs, and delivery cultures
• Deep experience with modern software development practices: agile delivery, SDLC governance, CI/CD, code quality standards, and sprint-based execution
• Demonstrated ability to lead the transition from project-based IT delivery to product-led operating models, including coaching product owners and establishing product team practices
• Experience delivering or leading teams that deliver complex software applications, including exposure to AI/MLpowered or data-intensive systems
• Strong background in workforce planning, talent development, and organizational design in a technology
• context
• Experience working in or leading a Global Delivery Center, offshore engineering hub, or shared services organization
• Excellent communication, executive presence, and stakeholder management skills, able to operate credibly from engineering teams to CIO-level conversations
• Data-driven leadership style: comfortable defining metrics, building dashboards, and using data to drive decisions
• Bachelor's degree in Computer Science, Engineering, Information Systems, or a related technical field

Preferred Qualifications:

• Experience establishing or transforming a Global PMO, including portfolio governance, program delivery standards, and executive reporting frameworks
• Exposure to AI/ML application development, LLM-powered workflows, or agentic systems in a production enterprise context
• Background in manufacturing, industrial, or complex B2B technology environments
• Experience building and scaling engineering talent programs: rotational programs, GET/internship pipelines, or structured leadership development
• Familiarity with enterprise platforms common in industrial environments: ERP (JD Edwards), CRM (Salesforce), and cloud platforms (AWS)
• MBA or Master's degree in Engineering, Information Systems, or Business from a premier institute
• PMP, SAFe, or equivalent program/delivery management certification
